twist intentions

This author is trying to persuade the reader that cats are sinister.

The author seems to twist cats' intentions. He says when a cat paws at the litter inside the litter box, it is practicing digging a hole to bury its master in when in reality all it is trying to do is to hide the fact that he's just relieved himself.

You can twist words but intentions?
