Twin cities

There is a city called Texarkana in Arkansas State, while another Texarkana is in Texas State. Both the cities are called twin cities and serve as a trade and transportation center for the surrounding region.

Context:

A city of southwest Arkansas on the Texas border southwest of Little Rock. Population, 22,631. It is adjacent to Texarkana, Texas, in the northeast part of that state. Population, 31,656. The twin cities form a trade and transportation center for the surrounding region.

'Texarkana, Texas" means "Texarkana City of Texas State". Right?
