Twelve

I have two questions to ask..

1) The 'being' in the sentence is used to emphasis that the process is still going on, it has not ended (is the word 'ended' correct to use in this case?), right?

2) What does the bolded word 'twelve' mean? Does it only mean the time 'twelve o-clock' or are there other special meanings?
