I am a non-native english speaker.  I would like to listen to the TV shows that have typical english programs, or debates, or anything that can improve my speaking..

I don't quite understand what you have in mind. Are you looking for a recommend of TV shows or an opinion regarding your sentences?

If you are looking for an opinion, I would like to share with you a couple of pointers:

1. english should be caplitalized - English.

2. 'TV shows that have typical English programs' is odd. Instead, a TV program has many shows such as news and entertainment. In non-English-speaking countries, there might be shows that are broadcasted in English.

Try to find TV shows which are provided with close captioning (CC) so
you can see the subtitles/text. This also depends on your TV set.

That wouldn't help too much in terms of accent. You'd better get to a professional accent coach or very good teacher for that. It's not as easy as you may think to lose your native accent.

In terms of shows, open your TV, look for Friends and other shows. Find their scripts on the Web, e.g.

and listen to them with closed captioning on.

I agree with Marius about the accent. You are not going to imporve your spoken English just by listening to English. The reason is very simple: if you are not able to recognize all the sounds native speakers make, you are going to hear what you think you hear, not what they actually say.
You need a course to improve your pronunciation. There are book with CDs for that.

I disagree about subtitles. They are ok to check one or two words you didn't hear or didn't know, but leaving them turned on is no use. They are distracting, and they don't correspond to what you hear 90% of the time.

If you have a broadband connection to the internet, consider listening to internet radio (CNN radio, NPR, etc.). As for TV, try watching whatever you want, then choose what you like better and sounds simpler to understand to you.
