turned out to be catastrophic

I give you a sentence as follows:

"The consequences turned out to be catastrophic".

turn out is a phrasal verb. Often the following of a preposition is a noun or V-ing but in this case I do not understand the reason why some one uses to infinitive. What is the grammar rule? Is this right?
