Hi It may depend on whether you are writing for technical readers or for a popular audience (I don't know about the technical terms) I understand the first phrase, but I might just say 'petrol-based car factories' The second phrase, to my mind, could either refer to the roadside charging units that people plug their cars into. Or it could mean the building of public service vehicles that are part of town infrastructure. I think that needs to be made clear Dave
