Turn up vs turn out

Hi there,

I think either 'up' or 'out' can be used in the following sentence:

Hundreds of people turned .... in the rain to watch the marathon.

And yet the textbook suggests 'out'. What's wrong with 'up' - if anything - in this context?

It's not very natural, because "turned up in" implies was/were found in, was/were discovered in, or suddenly appeared in .
