Turn To/Into

1. "Her stare could turn men to stone."

2. "Her stare could turn men into stone."

Which one is wrong/correct?

When you are talking about change, into is a better preposition unless you use the structure from sth to sth, in which to is the right preposition.

Here are two examples.

1. He changed from a nice lad to a rude and unhelpul guy. (from sth to sth), to is a better preposition.

2. The mistake changed into a complete disaster.
