Turn to, in time

Q. Bhajji, Sachin completing 20 years is a special moment for you as well. Isn't it?

Ans. Absolutely it is. And to remain at the very top for all these years makes it all the more special. He is an extraordinary man and a truly great friend who I can turn to at any point in time in my life.

I wonder what "in time" and "turn" means here. Though I know in general "in time" means "on time" and "turn to" means to direct one's attention towards or speak to.
