Turn tail

Consider the following sentence:



"In the weeks immediately after the bombing, I believed the last thing we should do was TURN TAIL and leave."



Is 'turn tail' a figure of speech?


And what does it mean? Is it a comparison to the dogs (and some other animals) when they feel afraid?
