Turn over; idiom

Could I use the idiom this way?

-It is time for the Mathematics Association to turn over a new leaf.

It sounds OK, but somehow this idiom gives me the feeling that, generally speaking, it should be talking about former criminals who want to be good people. (Our Association has done nothing wrong.)
