'turn out in/on'

Could you please help me with this sentence? My main problem is in bold. Thank you very much in advence! Maria

Here it goes:

On days the horses were not exercised, they were turned out in/on grass paddocks for at least 4 hours.

My knowledge of horses is not great, but is a paddock enclosed by a fence? If so, I would use "in." If it's just another word for a grassy field, then use "on."
