Turn out

I've got a question about the verb "turn out" used in the context of upbringing:

"Why do children turn out the way they do?"

Is it both transitive and intransitive? Is it correct to say:

"The child was turned out this way by his parents"?

Thank you

Thank you! I looked this phrasal verb up in many dictionaries, but they didn't give me a clear answer.
