Is this description the only and precisely correct description for "turn out" with the meaning of "go" (I know it has another meaning as "happen")? "If people turn out for an event, they go to be there or to watch"

"To arrive or assemble, as for a public event or entertainment" (turn out) it's another definition for what you ask although it's the same explanation as you've written (www.thefreedictionary.com)

Hi,

To me, 'turn out' has an additional nuance that people have some responsibility to go.

eg This month's neighbourhood meeting was disappointing. Very few people turned out.
