turn a lot more heads//raise a lot eyebrows

Humans have successfully cloned sheep, and while this is extraordinary, cloning a mammoth might turn a lot more heads.

Hi,
Does 'turn a lot more heads" in the above mean "raise a lot more eyebrows?" Thanks.
