Tulle (fabric)

I have a question about how to use the word "tulle" in a particular sentence:

The city was covered by a vast tulle. 

I checked on dictionaries and tulle is uncountable, so this sentence would be ungrammatical. But, how can I use it in this sense not to lose meaning? Can I use tulle meaning cover and not fabric?
