Tuesday morning, where

She spoke with the leaders of the United States and Japan by phone on Tuesday morning, where they exchanged views on North Korea's nuclear test last month.

I have seen the sentence and I am wondering if where is okay to use after morning or it should be when like Tuesday morning, when?

Or is there a reason there is where in the sentence?
