Tudor mansions

Within radius of twenty miles there were always Norman churches and Tudor mansions "to be seen" in the course of an afternoon's excursion.

Is there some reduction like,
Tudor mansions Which should be seen ?

Thanks.

Anonymous Within a radius of twenty miles there were always Norman churches and Tudor mansions "to be seen" in the course of an afternoon's excursion. To be seen has two possible meanings here; which should be seen , or which could be seen . Unless the context suggested otherwise, I would assume the second meaning.
