Tricky sentence clarification

Greetings,

I am seeking for your guidance in the understanding of following sentence;

"statement must be dated no earlier than 31 days before the date of application".

If my statement date is 1st May, should i be applying anyday before or after 1st June?

So we have the date of the statement ( S ) and the date of the application ( A ).

It says that S can't be more than 31 days before A, so S has to be 31 days before A or later (30, 29, 28, ... days before A, the same as
