Can I say " The best way to tribute him is to finish his incomplete job ."

"Tribute" is a noun, not a verb!

The best tribute to pay him would be to finish his incomplete work.

"Job" doesn't really work for me in that sentence. You can use "work" if the person you're talking about worked in science, the humanities, academia ... etc. Otherwise, "project" may also work in your sentence.

"is to finish his work" is enough. If it needs to be finished, then of course it's incomplete.
