travel insurance term

Hi, my flight was delayed and I had travel insurance which states, "$2,500 max ($250 per first 6 hours & each subsequent 12 hours)". It looks like to me that it is $250 per hour for the first 6 hours (ie $250x6), but the insurance company said it is $250 in total for the first 6 hours. Any comment about this, I am confused!

It means you get $250 for the first 6 hours and $250 for each subsequent 12 hours up to a maximum of $2500. It doesn't say so, so it is implied that it is the first complete hours and complete 12 hours.
