Translate

I read in Wikipedia that ‘Translation’ is the communication of the meaning of a source-language text by ?means of an equivalent target-language text.?

Is the word ‘translation’ using for written/printed text only??
Is it the same word we are using when it comes to speech??

For e.g. The secretary is translating the Minister’s speech live to local language in one of the election ?campaign to get understand for the people gathered there.

Can we call the secretary as a 'Translator' here? Is it the correct word to say??

I appreciate your time and assistance.?

Thank you
