hi there!!!

what is different between below sentences??

security measures are taken beforehand .... security measures taken beforehand???

i know both of them are passive but why they are different???

"taken beforehand" in this case is an apposition, i.e. a short explanation or additional informtion referring to something mentioned just before it.

in my above sentence "referring to something just before it" has the same function.
