Transitional sentence

Can anyone answer my question "is the transitional sentence at the end or the beginning of the paragraph?"

Transitional discourse markers can occur in either position, but I think that perhaps they appear more commonly at the beginning of the next paragraph, because the end of the previous paragraph is often a conclusive remark of some sort.

My English teacher has shown me a example of a essay and I saw the transitional sentence is at the end of the paragraph. I am not sure if whether it is right. Can you explain please
