Transfer?

I’d like to know the difference between “transfer to” and “be transferred to.” The dictionary says that “transfer” can be used both as transitive and intransitive verb. Then, how would you decide which to choose?

Tom transferred to N.Y.

Tom was transferred to N.Y.
