What kind of letters are considered transactional? What about non-transactional?

Hi, I haven't heard the term 'a transactional letter'. Very broadly speaking, I would think it simply means a letter that relates to a transaction. A transaction is defined by my dictionary as 'a piece of business, especially commercial'.
