Trans-"adjective"

This is the sentence I saw "Gov. Jerry Brown hasn’t been shy in his support for an ambitious trans-Californian high-speed rail project"

Isn't it supposed to be "trans-California"(since the railway is going to run through the state vertically)?

That's what I would have written, but I wouldn't go so far as saying "supposed to be".

trans means across, so you go across California, not across Californian. As written, and to my ear, you're going across the Californian ... project.
