Are all of these correct?

A) They recover unpaid traffic penalties.

B) They recover unpaid traffic charges.

C) They recover unpaid debt,

D) They recover unpaid rent arrears.

E) They recover unpaid traffic fines.

'Recovery' suggests you had something in your possession, gave it to someone else, and now want it back.

eg Tom loaned money to Mary. Now he wants to recover it.

I get where you're coming from, but if a traffic fine is left unpaid and the debtor cannot pay up, a bailiff can take some of the debtor's possessions to sell.
