Traffic light situation

Dear teachers,

Can I say these?
The red light is too long to change to green
The red light is too slow to turn green
The green light turn red so quickly that most drivers don't have enough time to cross the intersection during peak hours.
He is a well-behaved man.He always stop on/at red light.
The timing of traffic light is too slow causing drivers to wait for a long time.
