They were attempting to trade off inflation against unemployment.

What does 'trade off... against/for..' mean in this sentence and in other general usage?

Although I have already consulted a number of dictionaries, I founded the explanation not sufficient to make me - as a non-native speaker - fully understand the meaning.

Does 'trade off A against/for B' mean 'relinquish A in order to gain B'?
