Town house / neighborhood

Hi

He had been reading in the small library of his town house in northern Virginia when the phone rang.

--- Is "town house" something like "terraced house"? or maybe it's a kind of residence located in town?

Later it says: From his secluded, forested neighborhood he turned on to X road in Y.

Is neighborhood the same as a district in town (e.g. Queens in NY)?
