Towards human testing to advancing to large animal studies?

Failed to understand the logical sequence of "towards human testing to advancing to large animal studies".
Usually you get animal studies done, then move to human testing (clinical testing), now the author reverses this sequence. Is the author making a mistake?

Background info:

“Sepsis is a major medical threat, which is increasing because of antibiotic resistance,” said Ingber, who is also a professor of bioengineering at SEAS. “We’re excited by the biospleen because it potentially provides a way to treat patients quickly without having to wait days to identify the source of infection, and it works equally well with antibiotic-resistant organisms. We hope to move this towards human testing to advancing to large animal studies as quickly as possible.

Hi It is confusing. My guess is that trials of this kind start with small studies of animals and then move to (a) testing on humans and, at the same time (b), they move to testing larger samples among animals. The sentence that you highlight can say this, just about, with commas: - We hope to move this towards human testing, to be advancing to large animal studies, as quickly as possible.

We hope to move this towards human testing to advancing to large animal studies as quickly as possible.

I just see this sentence, as it is written here, as a mistake.
I wonder if the writer meant
eg We hope to move this towards human testing
