Tow-headed beanpole

Hi teachers, could you please give me definition of "tow" in context of sentence as follow:
"And this one over here," he added, indicating a tow-headed beanpole, "that's her brother, Fred."

In dictionary, I found tow means to pull a car or boat behind another vehicle, using a rope or chain, which can't be used for the context above.

There is a different word spelled "tow". You hardly ever see it any more outside of "tow-headed". An abridged dictionary might well not include it. It means, according to the AHD, "Coarse broken flax or hemp fiber prepared for spinning."
