- Jim was a super rookie. People touted him as being likely to match the legendary feat of 1973.
- Jim was a super rookie. People touted him as he is likely to match the legendary feat of 1973.
Are both of them correct? If not, could you explain me why?

In most cases it is more idiomatic not to include a pronoun with 'explain'.
