If someone is "tough with experience" does it mean that someone is very, very experienced or something else?

Some people decided to work in Africa and help the natives.

We were all yoyng, full of ideals and plans, and then – it

seemed quite sudden, too – old and tough with experience,

but still convinced that we weren’t wasting time.
