Touch

A beautiful flickering light glows on the lake and the yellowing briches and even touches our faces with a radiance not our own.

About the 'touch' in bold, does it have the same meaning as this 'touch'?

Her face was touched with red from a couple of drinks.

So the first 'touch' is the same as that in, say, 'a sky touched with pink', right?

My dictionaries say when 'touch' is used to mean 'color', it's usually the passive, so I asked the question.
