Tossing/uttering it out

They do (take the bait). His mother's eyebrows go up. "Oh?" she says, "And who would that be?"

"Hector Binns," he replies, tossing it out casually, being cool, liking the sound of it.

Is it right to interpret "tossing it out" in the above as "uttering it out?" Thanks.

'Uttering it out' is not correct English. Toss out = say (often mock-) casually, and often with an interest in how the remark is received
