Tosses no-hitter?

1) "a question of what"? "a matter of what"?
2) Does "tosses no-hitter" mean "defeat/win a victory over a rival who is unbeatable in his history"?

Context:

It was never a question of if Los Angeles Dodgers ace Clayton Kershaw could toss a no-hitter. It was only a matter of when it would happen.

To toss is another word for to throw, or in this case, to pitch. Emotion: wink

A no-hitter is when a team never earns a base-hit. At least one player made it to base on a walk or an error. The ball can be "hit", but it would be caught for an out.

A "perfect game" is when nobody on the team ever makes it to a base.

I don't think there's a term for 27 strike-outs, it hasn't been done.

No. It means that no opposing player earned a base.

A "hit", in baseball, means that the ball was hit, landed, and the hitter made it to first-base before the ball was thrown there.
