Torn

Dictionaries are often torn between ignoring a possible passing word of the language and confirming the new word in the language.

Can anyone please help? I understand every single word in the sentence above, but I still don't get the overall meaning of it. My questions are:

1. What does "torn" mean here?

2. And "passing word"?
