Topic

Hi, I am writing an essay, and the essay topic is to discuss an issue of local concern. So I want to know what local concern exactly means? Things happen in your community? and how broad is that? Does it have to be really specific,like oh, there is a big hole in the street, we need to fix that. Or can be like immigration,different cultral backgrounds(the one I want to write about). because I want to write something bigger, but it still has to be in the local concern range. Of course, the issue is important to me because it's something that happens every day in the community( I would say: local?), and that's why I am addressing it. Thanks.
