too ~ to infinitive

In the airplane, the woman sitting next to me had both arms in casts. She reminded me of my friend Kathy who was suffering after a car accident. When the snack of nuts and jice arrived, I considered offering to feed the woman next to me, but it seemed too intimate a service to offer to a stranger.

Q) I thought "too imtimate to offer a service to a stranger is correct because "I" offer a service to a stranger.
And "intimate something" is not correct in the context, isn't it?
Is my interpretation wrong?

That seemed too intimate a gesture to offer a stranger.

This is better
Feeding a stranger is too intimate [a gesture.]
