too ~ to infinitive

In the airplane, the woman sitting next to me had both arms in casts. She reminded me of my friend Kathy who was suffering after a car accident. When the snack of nuts and jice arrived, I considered offering to feed the woman next to me, but it seemed too intimate a service to offer to a stranger.

Q) I thought "too imtimate to offer a service to a stranger is correct because "I" offer a service to a stranger.
And "intimate something" is not correct in the context, isn't it?
Is my interpretation wrong?

though it doesn't read very well and isn't natural it would have to been written as such That seemed too intimate a gesture to offer a stranger. ] Hope this helps

This is better
Feeding a stranger is too intimate [a gesture.]
