Too or as well ???

Could you a little explain on this ?
Q) Not only you but I am liable for that fault ........
a) as well b) too

The correct answer is a) as well.

I learned "too" is located in the last part of a sentence. Can't I use it there ? Why ? Because "Not only phase" indicates plural, we can't use too ( I think I have seen "too" refers to only one person like a common answer that " me,too")
