Too-negative context, neither-meaning

Hello,

I have these sentences:

1) "I have already got banned from entering the inside of the library—I don't want to get banned from entering the outside of the library too."

2) "I don't know who I am." . . . "Me neither."


1) Is this usage of "too" correct?

2) Does the answer mean "I don't know who I am, either" or "I don't know who you are, either"?
