But I don't know if there are too many "that"s. Perhaps I could eliminate the last one.

In my opinion (even though I think you are dealing with academic writing in philosophy?), there are WAY too many "thats."

Yes, at school I was taught that in defining relative clauses both are possible. Though I know that some people think this is wrong.
