Too many choices leads/lead

Hi

I'm not sure what to do with the word 'lead':

Too many choices in the navigation bar leads/lead to paralysis...

Is "too many choices" viewed as as a whole that leads to paralysis as in "having too many choices leads to..." or do the choices themselves lead to paralysis?

With "lead", I think it is possible to misread it as meaning that a large number of the choices individually/separately lead to paralysis, while a few of the choices do not. I assume this is not what you mean.
