Too in negative sentences

Greetings,

In this cartoon episode a character at 20:42 said:
"He didn't steal anything from you too!"
When "too" can be used in negative sentences?
Here is the Youtube link set at the exact time she said that negative sentence with "too".

I would like to know more about using too in negative sentences in informal English. How do people see others who use it in this situation? unlearned? from low class? etc.
I'm not sure I could get such answers by myself from "OK". For example, do people treat "too" here as they do with "ain't"?
Are there any differences with "too" here between US and UK English?
