Can one use:
1-It is too good to wait.
instead of:
It is too good for us to wait.
It is too good for me to wait.
etc,

If it is clear who the implied subject of 'to wait' is?

Consider:
2-We have to act now. This plan is too good to wait.

3-I wanted to wait for you before starting to eat, but this dish is too tasty to wait.
