too complicated?

How can I fix it? It seems too run on -ish.

Beyond the fact that this is misuse of taxpayer resources as other departments like the Board of Education can benefit from the extra funding with it being subjected to budget cuts over the years, too much funding to the police departments leads to the strengthening of the already privileged police officers with more military weapons.
