too + adj + to / be + adj + to

I have a question and I really need your help
Married women think that it's _________ boring to be housewives all their lives
A. too
B. such
C. so
D. very

My choice is D but the answer is A.

I think too_to mean negative, that mean they can't be housewives but they've been married so they are housewives now

What's your choice and please tell me why

In a stand-alone sentence, I use 'very'. 'So' is common in informal conversation. 'Too' would be fine if the next sentence were something like That's why they all look for jobs as soon as their children go to school.
