Tongue and Cheek??? what does it mean?

Emotion: it wasnt meEmotion: smileHi guys,
I've heard a lot of times this terminology, "tongue and Cheek". I know it is a way of saying things.
I kind of understand the meaning when they say it within a long phrase or sentence.
But just to be sure; what does it really mean?

I heard someone saying this. "How to write a movie script that Hollywood will actually buy" and the he had a disclaimer saying, "The title of this book might be a little bit tongue in/and cheek, obviously I can't promise Hollywood will buy your scripts....etc."
What did he mean by using the words???

It might be a bit of an insult to people who try to write scripts for the movie industry, saying, "Well it's not really worth your trying, but here are my ideas".
